Swiping down no longer fulfills tickets on the new KDS view

You can no longer fulfill a ticket on the new kitchen display system (KDS) view by swiping down on it. This prevents accidental fulfillment. ou can still fulfill tickets using a double-tap action, the fulfillment dialog, or a bump bar depending on your configuration.

How to verify

To verify this change, swipe down on a ticket on the new KDS view. The ticket stays on the screen and is not fulfilled.
