Meal pacing configurations accurately version to the same location

Previously, when you archived a meal pacing configuration and tried to create a new version of that configuration for the same location, Toast Web behaved as if the previous configuration had not been archived. Archived meal pacing configurations no longer interfere with versioning for the same location.
