Modifier tax overrides correctly re-apply to items

Previously, for restaurants using the limited release tax override feature, removing and then re-adding a modifier would cause the modifier's tax rate to fail to reapply. The item would instead incorrectly default back to the parent item's tax rate. Now, when a modifier with a tax override is added, removed, and added again, the tax is correctly calculated based on the override rate.
