Toast KDS orders now move to Order Ready when fulfilled at the expediter, regardless of item routing

Previously, in the legacy KDS view, marking an order as fulfilled on a KDS expediter device did not move the order to Order Ready status if it contained one or more items not routed to the expediter station. This prevented downstream actions, such as SMS notifications and partner order-status updates, from triggering. 

For example, consider an order containing a drink and an entree:

• The drink was routed to a prep station whose Send to setting is configured with the Prep station only option.

• The entree was routed to a prep station whose Send to setting was configured with the Prep station and expediter option.

In the legacy KDS view, when the expediter marked the order as fulfilled, the order did not move to Order Ready status, even though all items, including the drink, had been fulfilled.

Now, fulfilling an order on a KDS expediter device moves it to Order Ready status regardless of how the items in the order are routed.
