KDS expo stations accurately fulfill selections routed to both expo-only and prep-only stations

Previously, the expo kitchen display system (KDS) incorrectly blocked fulfillment for selections routed to a mix of expo-only and prep-only stations when strict prep-to-expo sequencing was enabled, holding them at expo even when no station gated expo fulfillment. You can now fulfill these selections at expo without waiting on the prep-only station.
