Tickets with prep station-only items fulfill correctly at Expo

Previously, tickets requiring Expo fulfillment could not be fulfilled if they included items that were only sent to a prep station and not to the Expo screen. Tickets containing prep station-only items can now be properly fulfilled at the Expo station.
